What a chart ruler is
Every sign has a ruling planet: Aries has Mars, Taurus Venus, and so on. Your chart ruler is the ruler of your rising sign, the sign on the eastern horizon when you were born. The rising sign is where the houses of the chart begin, so astrologers read its ruler as the planet that steers the whole chart, and some call it the captain of the ship. Where it sits by sign and house, and which planets it meets, describe the direction your life takes.
Modern and traditional rulers
The seven planets visible to the eye rule the twelve signs in the traditional scheme: the Sun and the Moon rule one sign each, and Mercury, Venus, Mars, Jupiter and Saturn two each. After Uranus (1781), Neptune (1846) and Pluto (1930) were discovered, modern astrologers gave them Aquarius, Pisces and Scorpio. So those three rising signs have two rulers. The calculator shows the modern ruler first and the traditional one beside it, and many astrologers read both.

Its dignity. A planet in its own sign (domicile) or its exaltation is read as strong, and one in its detriment or fall as working against the grain. The exaltations are the Sun in Aries, the Moon in Taurus, Mercury in Virgo, Venus in Pisces, Mars in Capricorn, Jupiter in Cancer and Saturn in Libra, and each falls in the sign opposite.
Retrograde. A chart ruler retrograde at birth is read as turned inward, working things out privately first.

No. Horoscope columns often call the ruler of your Sun sign your ruling planet, but in a birth chart the chart ruler is the ruler of the rising sign, which needs your birth time.
